The issue is that the script itself doesn't decide what this is.
Time Cop is the gold standard of crappy time travel story. There are only minor flaws in this film. Tsui Hu kidnaps Xia Tian's son, Dou Dou Hummer Zhang and gives Xia Tian one hour to bring him all the research. Also, an obvious educational element is added at the end of the film to secure the dragon seal required for a mainland release. The plot actually holds its own as a decent suspense thriller but there are many fun facts on the side.
