If you want to modify this document, you need to enter the password to open it. You can do this by opening your Windows tab on the bottom left of your desktop and opening the Microsoft Office folder. Other reviewers will not be able to change them or apply them. Apply a password to the file and make sure those people know the password. If you are protecting the bottom half of your document, you don't need to insert a section break at the end. In this case you should change the security level to disable all macros with notification and this will allow you to decide on a document by document basis if you want to enable or disable the macros. Thank you for your help. This still points me in the direction of an issue with Protected View. It simply helps to prevent people from turning off the formatting and editing restrictions. We cannot require our users to turn Protected View off because it is a security risk but you should not be able to copy a Restricted document either. It is almost like the Protected View somewhat overwrites the Restrict Editing by giving the user copy rights even though the Restrict Editing forbids it.
On the left column click Trust Center and then click Trust Center Settings. Did not Enable Editing, selected all and copied all then pasted in a new document. You can apply a password to the document, so the next time the document is opened, the user has to enter a password to access it. Everything I can find on Protected View states that a user is only able to copy when in this view. Select Trust Center in the left pane. Use caution if you already have other section breaks in your document. Any documents in the new location will now be marked as safe.
